Hello. For argument's sake say I am a student. Does anyone know..or how I should
go about if I want to..contacting an 'economist'?

I have a question or two to ask.

If you're a student in college, ask a professor in the economics department.

As Carnage said, most professors who are in that field will have some sort of contact with their fields.

As a further example: I have two professors who are the go to guys in my field of game design. One maintains contact with larger profiles such as big name studios, large conventions or publishers while the other is more connected with smaller organizations, certain individuals and indie studios. I am under the assumption that their connections came from past work and project experience.

Edit: Also as an alternative to do it yourself, try creating a LinkIn profile and search there as well.
