Speed At connection

With a dial up connection, why does my computer surf quicker when I connect at 28 kb/s then when I connect at 44.kb/s ?
Can I control the speed my computer connects to the internet?

dial-up speeds depend on your modem. There are several reasons why 28K is faster than 44K:

1. Your using the internet at a time when nobody is using it.
2. One modem is bad quality; one modem is good quality
