I live in a house with some other room mates. My friend (IT nerd) is the one who manages the router and such. I'm wondering if it's possible that he would have QOS turned on for my internal IP address? I performed a speed test and got 65 mbps down.. so that seems normal. However, when i browse websites and download things.. It take's quite awhile? Is there a way to check and see if QOS is enabled without going into the router?
 
Sure sounds like he may have done qos for downloads. There are a lot of different QoS policies that could be placed on the network and without logging into the router there is no good way of seeing what is configured.

Off the top of my head the only two ways I could think of would be to:
1. Change the IP of your PC. If they enabled QoS based off IP you could bypass that by changing your IP from DHCP to another IP in the DHCP scope.
2. Plug directly into the ISP's modem bypassing the router.
