well, try plugging your hard drive(s) into it.
if they don't work, you know the IDE controller is dead

FIXED IT! Stupid *** thing. Ok, so, no matter what IDE plug I was using, the DVDRW had no power to it when the IDE was plugged in, but had power when it wasn't plugged in.

SO, thinking backwards like my computer does. I unplugged the power cable and left the IDE controller in and booted and shut down. Then I plugged the power cable back in WITH the IDE plugged in . . . and VIOLA! It worked.
Why???
I have no idea.
