Problem with a virus!!

Okay. I recently rebuilt my machine and all was working fine. I didnt have an anti-virus for about a month then i started having problems. I bought Norton and i reinstalled windows XP. but even still, my CPU is running abnormally high. Even when the machine is idle, it's jumping around from 1% to 50%. I've removed all viruses according to Norton but still the system is very slow.

Another annoying thing is a lag when i scroll down a web page it doesnt do it smoothly.

Any thoughts would be greatly appreciated! Thank you!!!

Check for spyware, adware etc.. I like using:
Ad-Aware
SpyBot-Seach & Destroy

Try Defraging the hard drive

Ctrl+Shift+Esc Check to see what processes are running
You can also see what process is using up the cpu.

Go into msconfig and disable any programs that aren't needed to startup

Get the lastest updates/patches for your windows.

The problem could be Norton too, since it's usually a resource hog.
 
I tried all the suggestions and still. i have a 3.0 P4 / 512ram . norton use to run fine before. Could it be another virus that hasnt been detected? maybe i should try to reformat my hard drive again?
