Basically im searching for a tool like partition magic 8.0 thats out for windows. Are there any type of partition tools for linux where i can resize, create, or delete partition out for linux? If so leave a list or programs or if there is an alternative route then feel free to share that as well.

Yeah, GParted's like the best partition editor out there. It comes on the Ubuntu Live CD but you can install it to your hard drive using Synaptic or apt-get (the package name is "gparted").
You can use GParted with or without a Linux distro installed, because using it on a live CD can let you resize, create, and delete Windows partitions.
