No Grub boot loader?

I had to reinstall my os' but I can only access windows right now. At first I could access ubuntu but I'm assuming I need a boot loader? Can anybody give me some insight on what I have to do... and can I install the bootloader on ubuntu even though i can't get into it right now?

You'll have to boot from an ubuntu live cd

You're welcome. I've had to reinstall grub a couple of times so I new right where to point you to haha.
