I can only access Internal server but cant access from Outside

can anybody tell me the reason why I only can access my server from inside meaning (internal) but cant access it from outside source?

It could be any number of things. You could be firewalled locally, improper port forwarding rules - often times you need to set your computer to a static IP for it to work. You could even be blocked by your ISP or even your broadband modem/router.

I tried to setup a server a few times but I am firewalled by my modem/router (not to be confused with my wireless router).

We need more information before we can help you.

How is the server connected to your network?
Do you have port forwarding setup?
What type of internet connection are you using?

Perhaps your intranet is not set up to be viewed by the general public or anybody outside the network.
