How can I set up our router (D-Links 655) to limit our roommate's bandwidth?

Yha, the 655 has qos, and yo can throttle it via his MAC address.

I don't know how to set up the QoS. I've read the manual, which is not helpful at all. I have clue at all what to enter in the various fields for the QoS Engine ....
