how to prompt for new user account at startup

I already did alot of search on this one but no luck yet....


after a fresh install, windows prompts for a new user account at fist startup.
how can I make windows7 to show the exact same dialog again (during startup) if there exists already a user account(s) on the machine ?

I guess it's probably just a simple registry switch.

I am not sure if this is the perfect place for this question. If not, does anyone know the right place to ask this question?
