Help (photoshop, video editing)

What editing software's are good for cutting out pictures (ex, cutting out a face) and adding them in a small area (ex, over another face) in a video?
If you guys saw weird dank memes with distorted audio, colors, cropped pictures in some areas, that's what i'm trying to do but the editing software's i have are not able to do most of that stuff..

VSDC editor is what I use for those sort of things but it is quite hard moving objects in the video with this editor imo.
