Well, all I can tell you is that after I killed the Windows firewall and reinstated my ezArmor, Steam took off without a hitch.
ezArmor uses a version of ZoneAlarm. It popped up and asked if I wanted to let Steam have permission. I said yes, and away we went. The Windows firewall never gave the option.
