Well, all I can tell you is that after I killed the Windows firewall and reinstated my ezArmor, Steam took off without a hitch.

ezArmor uses a version of ZoneAlarm. It popped up and asked if I wanted to let Steam have permission. I said yes, and away we went. The Windows firewall never gave the option.
 
You can go add and remove programs from the firewall's options manually if for some reason it doesn't pick up an application. All ports are closed by default, so if it doesn't tell you about a connection, assume it's closed.
