Gparted

Agreed. It's always best to do partitioning before, but sometimes you can't help it. I just used GParted to adjust two partitions on my Linux laptop and it worked like a charm with no errors afterwards - however, if you can help it, do the partitioning before hand.

If it cant be helped be warned that by moving information and creating partitions will take longer than normal. It also has the possibility to do some damage to a Windows install. You have to be very careful about the boot information and such things. As creating a new partition will cause the boot loader to get messed up if it is moved from the location that it is set to. It can be fixed, but it is more work.
