Freezing and making weird buzzing sound on SF2

I just got a new hard drive, because of the many problems with my computer. I put it into my comp, download windows 7, download my graphics card software, then download soldier front 2. When I play the game freezes for split seconds at a time and at the same time makes a weird buzzing sound. please help
