command prompt and internet help

Whenever I try to open the command prompt in windows xp, it restarts the desktop and does not open the prompt. What I mean by restart is that all the icons disappear and then reload. The same thing happens in safe mode, except that it asks me if I want to continue loading safe mode.

The other problem with the computer is that it has an ip address, but it does not load any web pages. I tried winsock fix, but to no avail.

Is there anything else I can do?
Note: I am aware that two AV programs are on this computer. It has been like this for several months. Also, the computer is at work, so I won't be able to do anything until about 4 pm, but I would still appreciate some feedback.
