Bandwidth management software

Anyone know of any Bandwidth management software or tools in which i can use on my 2 pcs

It must be able to allow me to allocate different amount of bandwidth to my 2 pcs

example:
100kbps to pc1 and remaining bandwidth to pc2

I'm on internet connection sharing
both pcs on win 98 se

how about http://bandwidthcontroller.com/ ? The one I use is DU Super Controler-1.90, its really easy to use. you set maximum upload and download for each program

tried tat, I aint sure how to use it
it seems its for restricting your upload and download speed on a pc and not on a network..

I came across bandwidth controller too, but too bad, it only supports win xp and win 2000 :~(
