at&t speeds does this seem right to you?

Ok, I got bored and decided to test the speeds of my parents house internet, because it dosent seem all that fast. The package they have is the elite which is supposed to have speeds up to

down 6mb/s
upsteam is 768 kb/s

they speed test gave me these results

the upload seems to be ok, but the download is horrible. Do I have a right to complain? Because it just says speeds up to, dosent really guarantee, or is there like a minimal speed?
