Solved - I had to enable permissions for me on: HKLM\SOFTWARE\Microsoft\MediaPlayer\Settings\ and HKLM\SOFTWARE\Microsoft\MediaPlayer\Settings\Mp3Encoder Once all faulty/restricted keys were enabled and I was given full control, I then could install WMP11.
