there could be residual charges being held in the motherboard, causing it to not boot properly. Dell computers are known for this? Have you tried draining the capacitors by unplugging the power source and holding in the power button for 3-5 minutes and then plugging it back in.

Have you checked to see if the hard drive is getting power? Does your other devices get power? (like cd rom and chassis fans) 1: Try connecting the hard drive to a different power connector 2: Try a different SATA Cable (sometimes these cables like to fail if they have been pinched or kinked)...
