    SCSI is an interface. It is true that in the past SCSI drive were the best . They also cost the most. Now it is debatable if they are the best, however they are still much more $$$.

    Or go SATA w/ a pro. raid card. (which has been proven to be faster then SCSI).... However a nice raid card will cost you at least $500 for a descent one, and around $1500 for a really nice one.

    ^ See your MB manual. Usually, resetting it requires you physically moving a jumper on the motherboard (dont forget to unplug your computer) and then moving the jumper back.

    I wouldnt worry so much about the sound card, that can be added in anytime, and most motherboards come with at least 5.1 sound now. You are right about the 939 pin processor though, that will let you upgrade later. Good choice. Im rough-guessing you are about $200 over your budget with that...
