Ok. Managed to get hold of a PSU though it is only a 350W. Still. If I go bare min with the components plugged in then it might at least work as a test. Alternatively I will running the Mobo outside of the case to see if it is maybe touching the case.

Well I am trying to find another PSU to try but my old one's M/B connector is smaller than this so I doubt I will be able to find one to test with.
The thing is that the power supply came with the case and I'm afraid they may make me send back the whole...
The CPU temp is 82 Degrees F in the Bios. I already loaded the Bios defaults.
I could download a diagnoses tool I am sure but I doubt the pc would stay on long enough for me to run it properly.
Problem is that it doesn't even get to windows. Sometimes it lets me log in and takes me to the desktop but it never gets in enough for me to do anything before it switches off. I have also tried booting off of a Win XP cd but it switchs off there too. I don't think there is a lack of power...

I have a VMware image of a 2003 server SP2 that I am running and I am trying to install ISA server 2006 Enterprise edition onto it as it is the only 2003 test server I have.
Not the problem I have is when I try to install it it stops about halfway through, rolls back and then says the operation...
