To be honest, most boot loops are caused by charging issues. More than likely not the battery, I'm not saying it's not worth a shot..but it's less likely the battery than something with the logic board. I would try opening the device, reseating the cables and attempting to do a DFU restore.

Try and use another apple device and sign in through find my iphone. Make sure you have your sim card inside of said device and go through the "I forgot my password" process.
