    For example, I can't mess with or delete the files for Internet Explorer. On my laptop, which also ran 7, I never encountered a prompt telling me I needed permission to do something.

    Ever since I installed 7, I've been disallowed to do many functions. I'm not allowed to rename files, change settings, etc. Pic related, Microsoft refuses to let me make the most trivial changes. I'm already an administrator, what the hell does a guy need to do to gain control over his own computer?

    The slightly faster RAM has slightly higher timings, you probably wouldn't be able to tell the difference between the two. Just make sure that whatever motherboard you have supports RAM speeds above 1600, if you choose to go that route.

    If you go to PCPartPicker and plug in all your components, it'll give you an estimated wattage rating. Generally, you want to beat that by 200W. More if you plan on significant upgrades in the future.
