I would try re-installing the drivers for the touchscreen feature. Go to Dells support site and enter the service key then look through the driver downloads.
What exactly are you trying to do? Do you need to edit the partition to add a dual boot option or are you re-installing your system?

yes, I know... The only point in driver letters is for identification. I was just pointing out that you can change and retain the letter you see in my computer. I am very familiar with Linux; I have been using it for years. Dual boot of mint and 7 now.
What was the "hard disk problem" you tried to fix? if you edited the hdd partitions you may have changed something that caused windows not to boot (i've done this a few times)
