The biggest (maybe only) feature that comes with XP SP3 is Network Access Protection support. This really will only matter if you're running on a Server 2008 domain.

The rest is just a package of critical and security updates up to the date of SP3's release.

It's always a good idea to have the latest service pack, same goes for updates always always always keep your installation upto date.

XP SP3 has well over 1,000 updates. Many of which you can install yourself if you wish to download them manually.
