xp restarting over and over

I just installed a video card and i was having problems with the drivers for some reason. well , i installed the drivers again and it seems to work then when i restarted my computer it will only make it to the windows XP splash screen then it will restart. I tried safe mode and when the partitions all scrolls down the screen after clicking safe mode the computer then restarts it self over and over again, I do believe theres a problem with the drivers i installed how can i get in the system to get it out . thanks
 
use the recovery console

Disable - disables a Windows system service or driver. The variable service_or_driver is the name of the service or driver that you want to disable. When you use this command to disable a service, the command displays the service's original startup type before it changes the type to SERVICE_DISABLED. Note the original startup type so that you can use the enable command to restart the service.

yes, on the first screen, follow instructions on how to enter the recovery console.

i want to say you have to press R at the first screen.
