XP Rebooting During Startup

My uncle had an oldish Dell GX150, for some reason it stopped working and he's the type to buy a new one rather than fix the old, so I got it.

The problem is that it is rebooting during the XP pro startup sequence. It gets to the Dell bios page, does whatever loading is necessary then the screen goes blank (except for a flashing cursor in the upper left hand corner) for ~30 seconds then the Windows XP pro loading screen comes up. That screen is up for about 10-15 seconds with the little blue bar going across like its loading, then all of a sudden a blue screen flashes for a split second (too fast to read anything on it) and it reverts back to the Dell loading page. It just does this in a continuous loop.

I've tried reseating the RAM modules and taking one of the modules out.

I'm stuck, I have no idea where to start with this.

Any help would be appreciated.

Have you tried loading windows in safe mode or using 'last known good config'?
