Default XP Pro for $99?

I was reading an article in maximum pc about building a $1500 pc. Anyway one of the components was xp pro oem. It said the price was $99. Where did he get this for that price? I want it.

Havn't seen it for that cheap. Most companies seem to let it go for around $140

I've seen academic versions for that cheap (have to be a student/teacher to get it) but oem xp pro runs about $140 or media center is like $129 or so.
