Serious lag could be a driver conflict, or a virus. I have seen bad motherboard chipset drivers that caused a 2.8ghz machine to run like a 486.
I would do a fresh install, make sure you install windows to a different folder then "windows", and go from there. If you install xp to the old windows folder, there could be a conflict with some of your old files. When I do a side-by-side install, I usually install windows to something like c:\winxp, or something like c:\winxpnew,,,, instead of installing to the original folder of c:\windows
