XP: Can I Have Complete Control Over The Guest Account?

Hi, I have Windows XP Home SP2 and would like to have my password protected user admin account but also a free guest account with limits such as no internet access.

Can this be done, and how?

Only thing its lacking which i think it should have, a feature where you as the admin can go in to the account and manually change everything to exactly how you want it (which icons are on the desktop and the desktop theme etc) and then lock it for other(s) to then use it how you've set it.
 
There is no Windows Accoutn control such as that. Each account has control over their desktop and such. The admin does not have rights to control that.

At most you can only prevent them from accessing those parts of the OS jsut like they do at Circuit City or Best Buy.
