Default XP and 98 Recovery tools on one CDROM

Here's the question I've got...

Assuming i get all the bootdisks made with the utilites, copy it and get the directory structure, then what?

I mean, I could have the Recovery console for XP in one folder, as long as I get it all figured out, the bootdisk stuff for win98 on the root folder, would this work for boot.ini?

Is there any fuzzy logic to this, or am I fairly close?
