I thought this video is pretty cool...thinking about making something like that...what program do you need to use because in windows movie maker the picture timeing is to slow?

You could easily do that with Windows Movie Maker. That's just stop motion animation. Basically, it's kinda like one of those flip books that you flip through with your thumb and it animates. You take a bunch of pictures in sequential order and put them into a movie. Pretty easy, but VERY time consuming.
