Default WindowsXP prompting with network connections

We have a laptop user that when he is working offline, WindowsXP will pop-up a dialogue displaying the available network connection options. Is there anyway to turn this off?

you can disable the wireless lan.

Forget about it...just click the box that says "work offline" have invested all of 1 second!! Once you are "reconnected" the box just goes away.
