Greetings everyone..

I was just wondering, can anyone please help me out with how to set user restrictions for the accounts I have on my computer?

I'm using Windows XP Professional..

What I want to do is for example restrict them from bieng able to:

Add/Remove (Install/Uninstall) programs without admin permissions.

Access control panel and mess around with the options.

Access Internet Options and change settings and clear history and cache.

Access Network Connections and change the IP or anything similar..

What your looking for is group policy's

to address the specifics, open gpedit.msc
these are the settings you want to enforce from your posted question...
Add/Remove (Install/Uninstall) programs without admin permissions.:
Under user config, administrative templates, control panel, add/remove programs. Remove Add/remove programs programs -> enabled.
Access control panel and mess around with the options.:
under User configuration, administrative templates, control panel. Prohibit access to the control panel -> enabled
Access Internet Options and change settings and clear history and cache.:
User Configuration, windows settings, internet explorer maintenance. You will have to set several things there for that to take place, but it's pretty self explanitory.

Access Network Connections and change the IP or anything similar..:
user configuration, administrative template, network, network connections. All you want are there...
