Default Windows XP Professional Recovery Console

I'm having some problems gettin' Windows XP Recovery Console to grant me access. I'm trying to copy some files from the Windows XP disc (NTLDR) ( and will typing Copy X:\I386\NTLDR C:\ and after I press enter, it says Access Denied. I don't know why this is doing this, it did it last night too, which I had to reformat my Windows 2000 drive, and do a repair install on XP. Can anyone help me? Thanks in advance. Jeremiah.
