Default windows xp pro upgrade disc?

Hi, I know with windows 2000 server upgrade it asks you to put in your NT 4 cd if there is no OS on your hard drive to upgrade from so you can literally do a clean install if you have the discs available, does the XP pro upgrade disc work the same way or do i have to have an OS on the hdd before i upgrade?
