Hey,
Recently, I installed windows xp home on a PC [oem]. I then decided to build a new pc, so I took out the HDD [which had windows xp home installed + also had it activated], and used that.
When I booted the newly built pc up, it didn't let me get past that windows xp logo screen with the marquee bar at the bottom, so I deleted everything off the HDD and reinstalled it.
So, I was done. When trying to re-activate my windows XP home, it didn't let me, saying that I had exceeded my number of attempts to activate or w/e.
I've been told I can re-activate atleast 3 times, any ideas / help?

This happens more often than not. Simply put when you get to the activation screen select "other methods" or something like that than choose "telephone". This will give you a number to dial which you can get a new key from that will usually work. If not they will put you in touch with a live person. You should have no problems getting this activated again so long as it is yours and it is legal :)
