Windows XP consistantly running at 50% + CPU Usage

Recently, my Windows XP SP3 running on Core 2 Duo began to run on 50% + CPU usage on its own even when the computer is restarted and settled. I have taken off many of the high consuming memory usage processes and it still fluctuates between the two cores (one will go up to 100% and the other will stay at 50% and averaging 50% + CPU usage). I have scanned for any viruses or spy wares, but nothing came up. It's fine when its on safe mode, but running on normal startup is terrible. What's eating up all the CPU Usage?
 
The Indexing Service was already set to manual or disabled. The CPU usage constantly runs at a minimum of 50% even when I reboot it. After all the startups are settled, the CPU usage still seems to be drained by some unknown source. At the start, the highest consumption of Memory Usage is by AVG, which only consumes ab out 40K. The rest of the processes are below 10K.
