What's the size of your temporary internet files? If it were small and you were surfing a lot, that might cause them not to download? (reaching here....)

yep, in ie window, go to tools then internet options then go to advanced tab check "show pictures" option.

if that dosen't work, just set it to default and if that desn't work reinstall ie.
