Windows won't start

Last night I was playing on my computer when the power went out. No lightning or anything like that, just a momentary loss of power. My computer came back online. 10 mins later the power went out again. This time, after giving me the option to boot in safe mode, while loading windows my computer spontaneously began rebooting. It does this every time I start. I've tried selecting all the safe modes and even command prompt. I've also hit the F8 key and nothing works, it just starts loading windows then resets. Anyone have some ideas? I'm not sure if this is a hardware of software issue. I can repost in software if need be.

Moved to Windows.

Now before we can even begin. What version of Windows? XP or Vista?

With XP do you have the CD to do a repair install?
