windows wont go past splash screen

i did a disk check wiht the repair sectors option click and still nothing. what is a low level format? and since i can only be in safe mode, how can i install memtest86+?

both memtest86+ and the low level format are done by booting to a floppy. the link to powermax below will help you create a floppy to preform the low level format. WARNING: back up all your stuff this will completely wipe the drive clean.
