Default windows wont boot. help?

I recently purchased an OEM copy of windows after being advised it would boot on my newly built pc.
Last night i inserted the disc and it worked.
I got to the part of the windows installation where is says
"Windows has completed this part of the installation. when your computeer restars, setup will contiune..
So after the installation is then says again press any key to boot from cd..
Ive trieds this but it just goes through the same installation process as before.
I then tried setting the bios to boot from the hard drive after this part but all that comes up is a blinking line and nothing else..
any ideas to gtet past this pleasE?

After it has finished installing, don't run the cd. Just let the OS start up normally.

when it reboots dont press a key. you'll see dots increasing, something like a timer. if you wait 5 seconds or so it'll load windows for you.

when pressing the computer thinks you wanna install...
