windows vista recycle bin missing

ok my windows vista recycle bin is missing, tried system restore point no fix, anyone have any ideas how to find it and fix it or restore it.

Right click on the desktop>personalize. On the left side you will see a link for Change Desktop Icons. Check in there to make sure that the Recycle Bin is not unchecked.
