one way is to set IE to use a proxy that doesn't exist. open IE, click tools, internet options, click connections tab, click lan settings, set proxy server to 127.0.0.1, click ok, click ok.

now you'll need to block access to that setting

shange this registry setting
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel]
"ConnectionsTab"=dword:00000001

There may be an option in your User Accounts section of Control Panel to disable internet access on certain accounts.

Wouldn't those changes affect ALL user accounts on Windows XP?
