Default Windows Not Ontop Of Eachother - Windows XP Pro SP1

Sometimes, even though I am clicking other windows in my taskbar, they dont "come to the front" of all the other windows and focus on that one. Like if I'm running internet explorer, winamp, and I have an open folder... and right now im looking at the folder which is maximized. Ill click on winamp but it doesnt come to the front. Why is that?

The only solution is a restart... Is there any kinda fix for this?

I'm running Windows XP Professional, Service Pack 1.

does that other window have the "always in front" or always on top" options enabled?

I cant. I done restarted and its not doing it now. It comes and goes really. Imagine you click on Winamp in the taskbar and it doesnt come ontop of your browser... thats what happens. But with all windows, not just Winamp.
