Windows not formatting/examing drive- sits at 0%

I'm trying to install Windows XP on my hard drive and when I tried to have windows XP format it, it sat at 0% for an hour and a half.
I then restarted and formatted it with the Seagate CD, and when the disk attempted to examine the hard drive it again sat at 0%.

I am using a refurbished (was flawed and Seagate sent drive back) 80gig Seagate S/ATA HDD. I used a VIA SATA driver for Windows XP.

The system specs are in my sig (AMD 64/6800 GT system)
 
I have a seagate hard drive. Also, I JUST got it back in the mail from the manufacturer after being refurbished.

BTW I happen to be known for stupid mistakes, so if there's anything obvious that could be wrong, that may be it.
 
Solution:
Be sure to have Windows XP CD in drive when examining/formatting drive. :)
