No. I mean technically yes if you boot into the command line interface, but that is not how you need to install windows.
Get a bootable CD w/ windows on it, then change your boot priority in your BIOS to CD first, then hard drive second. Put the CD in and allow it to boot, you should get a message that says press any key to boot from CD, press a button. Follow the instructions given, format the old hard drive that had the old windows and reinstall your new windows.
