Default Windows Icon

The other day i left my computer for a day, and i come back and the transparrent part of the icons, where not clear, and now i it looks bad with every wallpaper, unless i want a big border going around the whole wallpaper, this has happend to me on another computer, and i was not able to fix it. please help
