Windows Explorer Has Stopped Working

I am getting a permanent message ... "Windows Explorer Has Stopped Working".
I can't carry out the solutions given because everytime I try to do something the message comes up and everything gets disabled.
I've tried a safe boot and still get the message.
I've run a virus scan which found no problems.
Any ideas please?

An idea is to download ubuntu and install it onto a cd/dvd and then rebooting your computer and boot to the cd, and you should be able to see your windows files, then remove the last file/folder you have before the problem happened.
