Default Windows Explorer Doesn't Show Up!

Okay so I was downloading a video splitter software and stuff online and next thing I know I wasn't able to burn any files into my DVD. I restarted and still it was the same thing. Finally I decided to restore my computer back to an earlier time.

The restore finished, my computer rebooted and there is no Start Menu / Windows interface / Windows "explorer.exe". I ran it manually using Control Alt Del and it still doesn't work.

I'm guessing this has to relate with something on the registry. How would I come about to fix this problem?

I do not want to go as far as re-installing / re-formatting Windows XP.

And WinXP is the OS i use.
